It's an easy call. Gtech, the Italian owned Lottery company will win easily. Southern Strategy is just taking Camelot's money, they are not seriously being considered. Scientific Games does both scratch and on-line lottery games, but is happy with their revenues from the scratch tickets and these days they are probably making more than the $30 million annually payed to the on-line vendor. Lotteries generally prefer Gtech for the on-line games and a Scientific Games for the scratch games. No vendor, especially Scientific Games, will do what is necessary to compete successfully in this on - line procurement: because, to do so would place at risk their relationship with the administration going forward.
