A request for guidance OVER 5 months ago and still not response. There is no excuse for that deriliction of duty. Secretary Browning ( who I have high regard for by the way) , instead of passing the buck ( "i have no idea as I only sign the reports, I don't oversee the process- heck I am only the CEO of the Division") maybe you should investigate why it is taking your dept so long to respond to a resonable request.

An honest response would be- ""we dont want to issue an opinion becuase we really don't know what all this means, and our opinion could be challenged in court and then we would look silly. We are just waiting for the legislature to pass legislation that will address this issue so in the mean time you shouldn't do anything at all""

Since that request for an opinion was sent, we have had 3 special elections take place for the FL Legislature. I think the failure to respond is a deriliction of their responsiblities.
